There are many hoppers on the road that were bought new less the axles and no excise was paid. In Missouri most hoppers are now exempt from state and local sales tax, but you will still have to pay the excise tax. One manufacturer, though they do not appear to be very well thought of anymore, will build a hopper bottom around a pair of used axles (that meet regulation safety requirements ) and get around the excise. I wouldn't call that very pro business but that's just me. That year alone between employment taxes and sales taxes I gave the government a little over 250k. So I paid 72k in excise and sales tax on those trailers alone before paying sales tax on tractors to pull them all! Trailer 48k if I remeber correctly after excise and sales tax they came to 62400. At least we don't have personal property tax like some states. Seldom buy things new here and that was a shock last year when I bought a trailer. If you create a vehicle that can be over 26,000 pounds, there is 12% excise tax on it. Of course, this being California I get to do both. I'd rather pay sales tax up front, than to pay property tax on all equipment every year. However, with the "commercial" plates you are subjected to higher plate fees & other taxes which in the long run costs more than the sales tax. In Indiana if you have "Farm Plates" you will have to pay sales tax but if you run commercial plates you don't. I tried that argument and still had to pay the taxes. If you buy one in Oklahoma and have farm exempt # there is no sales tax. In WA over 20% of the check you cut for a new trailer goes to taxes.
